			<content:encoded><![CDATA[<p><strong>CART </strong><strong>refers to text on a display</strong> (computer, projection screens, or mobile devices) viewed by a consumer during a live event. CART is <em>verbatim speech-to-text service</em> provided by certified writers. These writers are generally former court reporters who have taken additional training and/or certification to provide services  in classrooms, meetings or large conference venues.</p>
<p><strong>Captioning refers to the use of text along with video.</strong> One example of captioning are the captions shown on television or during a foreign film. Captions can be <strong>closed</strong> [can be turned on/off] or <strong>open</strong>[text is always shown on screen]:</p>
<p>[one_third] <strong>Closed Captions</strong> are the display of a verbatim transcript with audio/video images at the same time. You may be familiar with captions that are displayed on your television set when you watch a film or television program. Generally, these captions are &#8220;closed&#8221; in that they have to be turned &#8220;on&#8221; through a menu option on the television or DVD player.[/one_third]</p>

<p>[one_third] <strong>Open Captions</strong> are similar to closed captions in that it is the verbatim transcript displayed along with audio/video images. These are &#8220;open&#8221; in that they are always shown on the screen and do not need to be turned &#8220;on&#8221;.
